Public traffic surveillance and enforcement have traditionally gone hand-in-hand lying within the exclusive jurisdiction of uniformed police officers at the local and state levels.  There is no question that traffic enforcement should always be the responsibility of law enforcement officers trained to address the multitude of circumstances and possible dangers in their face-to-face encounters with traffic offenders.

 

Traffic surveillance, on the other hand, does not require direct interaction with offenders nor involvement or intervention of law enforcement officers.  And, with modern technological advancements in automated vehicle speed detection devices and camera systems, subjective observations by law enforcement personnel are no longer as pertinent in adjudicating those cases contested in court.  With over 250 million vehicles registered in the United States and a highway network consisting of over 4 million miles of roads and streets with a limited number of police and sheriff’s patrol officers, traffic surveillance efficiency on a broad scale is marginal.

 

Underwriting Resources is an insurance support organization providing loss prevention services.  Our Traffic Surveillance Initiative utilizes automated state-of-the-art integrated lidar vehicle speed detection and camera-capture technology to:

(a) monitor aggressive driving behavior and to specifically identify speeding violators,

(b) record traffic offenses without interaction with offenders and without the intervention or involvement  of law enforcement personnel, and

­(c) encourage driver awareness of the hazards of speeding and related driving offenses through recording and posting offenders’ driving violations on Underwriting Resources’ National Traffic Offender Databank (NTOD) securely accessible only by the insurance industry and law enforcement agencies. There is no fee charged to the auto insurance industry or law enforcement agencies for access to our National Traffic Offenders Databank. Underwriting Resources’ secure electronic posting of traffic violation documentation is protected by copyright law and can be removed only as described in this Implementation Plan.
